gh run view fails to get jobs on 32-bit

### Describe the bug

Windows 32-bit binary, run via git bash, does not seem to be able to view or watch runs.

```
$ gh --version
gh version 1.9.1 (2021-04-15)
https://github.com/cli/cli/releases/tag/v1.9.1

$ gh run view 752389865
failed to get jobs: json: cannot unmarshal number 2353814073 into Go struct field Job.Jobs.ID of type int
```
