Describe the feature or problem you’d like to solve

Currently, we help people create a fork if they don't have one in the gh pr create command, but this isn't particularly discoverable as we've heard requests for an explicit ability to fork a repo.

Proposed solution

gh repo fork with no args: fork the repo I'm currently in
gh repo fork [repo]: fork the repo specified, supporting owner/repo and URL
