Describe the bug

About to run gh command, I realized that Windows Defender removed gh.exe because the Defender detected it as a Trojan.

This bug certainly fixed (cf. issue #1894), but it seems to have recurred.

• OS: Windows 10 1909 (18363.1082)
• Windows Defender rules: 1.325.20.0

Steps to reproduce the behavior

1. Install the CLI on a similar OS configuration
2. Reboot
3. gh.exe will be quarantined

Expected vs actual behavior

gh.exe should not be regarded as a virus.
