Provide description of the new feature

We should add support for margins for list elements (ul, ol). Currently, margins are not supported and are simply removed. Additional config option (https://ckeditor.com/docs/ckeditor4/latest/api/CKEDITOR_config.html#cfg-pasteTools_keepZeroMargins) also should be considered.

Note that the feature request is about top/bottom margins that don't have any matching feature in CKE4 right now.
