Following #1650, linux build tags were added to the perf and ringbuf packages.
This caused projects that use these packages to not being able to compile on non-linux systems.
Since this library has a few _other stubs, I think it is reasonable to add the same for perf and ringbuf.

If this is acceptable, I'd be happy to submit a PR.
