As discovered in #35815, the metrics for policy application latency were misleading, incorrect, bad, don't brush their teeth, etc. etc.

Unfortunately, these metrics were also referenced in the published dashboards.

These metrics will be removed and replaced with, well, correct ones. So we must update the dashboard as well.
