Cilium Feature Proposal

This proposal presents a method for dynamically updating internal Cilium agent configurations from a ConfigMap without needing agent restarts. The agent will monitor the designated ConfigMap and automatically synchronize any changes with its in-memory database, stateDB. The new ConfigMap will be generated by the operator, which will observe the existing static ConfigMap (cilium-config) and other relevant CRDs.
