Is Your Feature Request Related To A Problem? Please describe.

Sometimes, package moderators are happy to approve a package with the provisio that changes are made to the next available version.

However, there's no nice way to flag the next version of a package, and moderators may not see the next version of a package or another moderator may moderate it.

Describe The Solution. Why is it needed?

It would be helpful if there was a package-level comment area, so moderators (or maintainers) could leave a persistent note on the package.

Additional Context

• This should probably allow moderators to remove a message (but audit / log this).
• It could integrate with the existing moderator comments (e.g. by putting all existing messages into the top of the comment on new package submission) or have a separate area
• There could be a checkbox to send a message to the current package and add it to the package-level comments at the same time (and I'm absolutely starting to just make up fun feature requests, so I'll stop)
