Support `.env.<platfrom>` file loading from commandline

- [ ] Bring currently implemented environment value injection code from variable module to infrastructure
- [ ] Implement the task
    - Support `.env.staging`  or `.env.develop` file 
    - Can be passed as global flag `--env=staging` in group context
