Issue #19803: move violation comments outside annotation blocks
Moved violation comments before annotation blocks instead of between annotations and class/method declarations.
Updated line numbers in AnnotationLocationCheckTest.java to reflect changes.
Removed suppressions from checkstyle-input-suppressions.xml.
