Move v3-migration.md file in the doc

Currently the [migration guide](https://github.com/chartjs/chartjs-plugin-annotation/blob/master/v3-migration.md) to version 1.x (based on new chartjs version 3.x) is in the root of the project.

Probably it makes more sense to add it to the doc, as `1.x Migration guide`.
