Affected Packages

Problem

I just subscribed to notifications from this repository and when a release happened, I was spammed with messages about a new release of every package. I don't think that users are interested in the release of every subpackage. Everyone wants to track the main package - @changesets/cli

Likewise, if I will use changesets in the pnpm monorepo, I want people to get notifications only about the main package - pnpm.

Proposed solution

There should be either an option to not submit the github release pages during publish, or submit them only to a selected set of packages to reduce noise.
