Copies the version checker logic from "cert-manager/cert-manager" and adds a generate target that generates the testdata for this test. I had to update/ refactor the Make logic to make it work in this repo.
This logic was removed from the cert-manager repo in this PR: cert-manager/cert-manager#6670
