The nfs-ganesha cluster name was recently updated in this PR[1]. Update the nfs
service id to maintain uniformity.

Reordering the config blocks fixes the rados url error and removing 'ganesha-'
prefix from rados config object fixes the config file error.

as test_orchestrator/dummy_data.json might be used by the daashboard, we should run it through qa
