Turns out, CentOS 7.6 is not suitable to run podman reliably.

looks like we've only been running this suite on centos 7 due to needing older packages. For pacific we can drop luminous clients, and the latest distro mimic was built on was bionic.

Could we switch this suite to use bionic instead of dropping cephadm?

@tchaikov we might need this PR in octpus, thus if the QA run failed, I'd like to know.
