When focused, the overflow menu icon button does not take in a colour of $background-active.

Steps to reproduce

• Go to https://web-components.carbondesignsystem.com/?path=/story/components-overflow-menu--default
• Focus the overflow menu icon button (e.g. Tab into it)
• Note that the ghost icon button does not have the required background colour
• Compare with React version to see expected behaviour
