Description
Two modals (one containing a TextArea, the other a Loading spinner) keep jumping between their normal and a slightly bigger height. It should be unrelated to the children of the modals rerendering, since it happens even when they don't rerender.

Steps to reproduce
None of us have been able to reproduce it, however the customer who reported the issue could reproduce it multiple times and on different screen sizes (integrated 16-inch MacBook screen (3456x2234), a 3440x1440 external monitor, and a 27-inch 4k monitor).
The customer also reported that it doesn't show up in Chrome, and that they're using Safari version 21623.2.7.11.6
