Error with CHANGELOG links

Expected behavior

• API render should be included on changelog for all APIs
• For swagger visualization use local instance at camaraproject.github.io

Alternative solution

Fix link for API render for r2.1 at CHANGELOG:

• call-handling & webrtc-events swagger: Use camaraproject instead public editor
• webrtc-events tag: fix references to incorrect previous r1.2 tag
