Describe the bug
When Cairo Shell is running, notification balloon tips from applications do not show up on the desktop. If Cairo Shell is exited, the balloon tips show up normally.

Steps to reproduce

1. Run Cairo Shell.
2. Run an application that generates a balloon tip. Or alternatively, this article describes how to use PowerShell to create balloon tips: https://mcpmag.com/articles/2017/09/07/creating-a-balloon-tip-notification-using-powershell.aspx
3. Balloon tip does not show up.

Expected behavior
Balloon tips from applications, used as warnings or report status information, should be displayed normally.

System information:

• Windows version: Windows 10 Professional 19042.1165
• Cairo version: 0.4.133
• 32-bit or 64-bit: 64
• In Cairo Settings > Advanced, is Cairo set as shell?: No

Additional context
Warnings or status info from applications, presented in the form of balloon tips are not showing up when Cairo Shell is running.
