Raise the language level of the project to Swift 5.
The latest Swift 4 version will remain on the
swift-4.2branch for those who need to stay pinned at the older language level. However, it should be possible for a Swift 4.2 codebase to use Swift 5+ Siesta given a sufficiently up-to-date Swift compiler. In theory.
