pass the configuration variable into report_cmd and Report class
add definitions for terse, format, and count field that can be reused.
Make buildspecs and report a required property so its defined in configuration file
add porperty terse, format, count, latest, oldest inside the report field.
Add support for implementation for each of these properties which will change behavior
of buildtest report by reading the configuration file. It can be overridden by command line option
