As an Agon user
I would like to be able to pause after every page
So that I can browse long listings with ease

Acceptance Criteria:

• VDU 14 or CTRL+N to switch on
• VDU 15 or CTRL+O to switch off
• SHIFT to continue scrolling after each pause
• Must work with all applications without modification
