Several browser icons appear active when they should appear inactive

### Description

Some icons in the browser UI are not being dimmed when the window is inactive. They should all dim the same way. Some of the icons that are not dimming are:

- VPN
- Wallet
- Add bookmark icon (left side of url bar)
- Sidebar icons
