Upgrade presage and libsignal-service to catch up with the latest Signal
changes. Without this upgrade, the app is unable to connect to Signal services.
Caveat: When catching up on a large volume of messages after being offline forthis was fixed before merging this PR.an extended period, the app sometimes hangs. It is not yet clear if this issue
is solved or if it still persists.
