It looks like https://github.com/ethereum/tests has recently deleted or moved tests like GeneralStateTests (after v17.0) and moved legacy tests to https://github.com/ethereum/legacytests/tree/2339b9a7457c6e3d8e4271032b0e71c46c61dd29
