Add some forgotten RETURNING id INTO lastmoduleid clauses to the schema update 4.0.0-2019-07-13.sql for PostrgeSQL.

There is more wrong with this RETURNING id INTO lastmoduleid stuff. I get an SQL error related to that after updating from staging to the backend template branch with a modified update package. I will make new PR to change the schema updates so they work like other schema updates doing the same.
