Bazel should allow test results to be left as is as opposed to putting them into a zip file.

I would like to make it easier to browse test output which is an interlinked set of HTML files directly from Buildbarn Browser without having to download and extract the zip file and then open the index page in the browser.

Any other information, logs, or outputs that you want to share?

Initially raised to buildbarn browser: buildbarn/bb-browser#35 where they suggested this should be fixed in Bazel instead.
