the ULC packages for OpenSSL 1.1 were tested on Debian 10. As the packages for Debian 10 have been removed from the mirrors, we will continue testing on Debian 11 for now.

we also add a bug fix for admin-truncate systemtest

as the Debian 10 packages were removed from the Debian mirrors, we
will test on Debian 11.
The test was missing a wait and the size comparission was the wrong
way around.  Together those two errors canceled each other out, so
they were not caught.  This fixes this.
