Describe the bug

The "Hide empty pools" settings is not used in Jobs report filter form.

To Reproduce

1. Set the hide_empty_pools settings to true
2. Go to the 'Jobs report' page
3. Look at the Pool list

Expected behavior

The Bacula pools list should not contain pools with 0 volumes.
