Describe the bug
There is a bug in the way pool filter validation is done in jobs report.

To Reproduce
Steps to reproduce the behaviour:

1. Go to 'Jobs report.'
2. Filter jobs by a specific pool by choosing a name in the Pools dropdown list
3. Click on Apply button

Expected behaviour
User input validation with a non-existing pool id should not pass validation.
