Keira becomes unresponsive when a quest has a Req.NpcOrGoCount greater than 0 and Req.NpcOrGo is still set to 0

How to reproduce

  1. Open new quest template
  2. Fill in Req.NpcOrGoCount while Req.NpcOrGo is still set to 0
  3. Keira becomes unresponsive
