Summary

Currently after the changes in #4864, the CI is failing with the error:

Error: Failed to CreateArtifact: Received non-retryable error: Failed request: (409) Conflict: an artifact with this name already exists on the workflow run

Why is this needed?

To deploy the layers in the China and GovCloud partitions

Solution

Namespace the artefact file generated with gamma and prod
