Description of changes:
This adds a section to our usage guide describing use cases for connection serialization, as well as how to use it.

Callouts
Backwards Compatibility: I don't know that we've discussed with it, but backwards compatibility is necessary for customers to safely use this, and I think we also have a integration test for this already.
reordering: I think that PSKs and Resumption should be next to each other, and same with offloading/serialization.
