Add unit (and possibly integration) tests to ensure that the HEAD version of jsii (compiler, runtimes, code generators) can work with assemblies created against previous (and still supported) versions of @jsii/spec.

Additionally, add integration tests to validate select previous versions of jsii can work with assemblies created against the HEAD version.
