This change reflects AWS's addition of a new region and ensures the ivs-recording-configuration integration test passes with the updated region mappings.

Update integration test snapshots to include eusc-de-east-1 region mapping
in LatestNodeRuntimeMap for the following successfully updated tests:
- integ.eks-addon
- integ.eks-al2023-nodegroup
- integ.eks-cluster-imported
- integ.eks-cluster-private-endpoint
- integ.eks-helm-asset
- integ.eks-inference-nodegroup
- integ.eks-oidc-provider
- integ.eks-standard-access-entry
- integ.eks-subnet-updates
- integ.eks-windows-ng
- integ.fargate-cluster
All tests now include the new region mapping:
"eusc-de-east-1":{"value":"nodejs22.x"}
Remaining tests (integ.alb-controller, integ.helm-chart-logging) require
additional updates and will be addressed separately.
