Add SnsPublish as a target for an EventBridge scheduler.

Example:

declare const topic: sns.Topic;

new Schedule(this, 'Schedule', {
  schedule: ScheduleExpression.rate(Duration.minutes(60)),
  target: new targets.SnsPublish(topic),
});
