Fixes some issues on Glue Job synth time validation:
maxCapacitycan be specified for PythonShell jobs with Glue Version 2.0+ and should be either 0.0625 or 1 (defaults to 0.0625)GlueVersion.of()andJobType.of()Closes #26620.
