As mentioned in the issue, some of the details of the argument types for the CloudWatch Alarm and CompositeAlarm methods are wrong.

Closes #22801

Sorry, the AWS CodeBuild CI Report failed with internal health check errors at first commit, and I wanted to re-run the job so I re-committed and did a force push.

time="2023-06-05T13:09:46.513948150Z" level=error msg="healthcheck failed fatally" in the Build Logs.

As before, there seems to be a health check error in the CodeBuild, should I be concerned?
