Both `helm` and `kubectl` are included in the `aws-cdk-lib` via the `lambda-layer-kubectl` package. The notices for these packages is included in the `lambda-layer-kubectl` NOTICE, but not the `aws-cdk-lib` NOTICE. This PR fixes the omission.
