batch: Docstring defining default value of updateToLatestImageVersion property of ManagedComputeEnvironmentProps was not updated to false when releasing stable API #33582

Describe the issue
In #27059 the default behavior of updateToLatestImageVersion was updated to be undefined instead of true. This change was accurately captured in the documentation of updateToLatestImageVersion defined in IManagedComputeEnvironment, but not in ManagedComputeEnvironmentProps.
