Allow users to specify an S3 bucket as a destination for a DeliveryStream. This covers all features of an S3 Destination excluding Record format conversion which is being tracked in #15501

Use Case

A Kinesis Data Firehose delivery stream can't do much without a destination. S3 is one of the natively supported destinations, so it should be available to use with the DeliveryStream L2.
