A PPA is an Ubuntu specific solution and great for packages, that have dependencies on other version specific packages.

Google uses a more flexible solution for Chrome. Chrome for Linux can be downloaded as a DEB package from the same page as the Mac and Windows versions. The user can double click the package to install it through a graphical interface. The package has no additional dependencies and can be installed on different Ubuntu, Debian, etc. versions. During installation the package registers a Google server as additional repository, so Chrome is updated through the system.

This way is more flexible, not restricted to Ubuntu and easy to use for less terminal aware people. I would recommend to copy this way from Google instead of creating an official PPA.
