Enable 32-bit Windows builds for Nightly channel #17668
Description
The Atom Nightly release build currently does not produce a 32-bit build for Windows either due to a config limitation in VSTS or the lack of proper config to build 32-bit Atom with a 64-bit Node.js (not even sure if it's possible). Once we can install a 32-bit Node.js on VSTS' Windows image we will be able to produce 32-bit builds.
