sequencer: make fees optional upon genesis 

Tracking issue for [this comment](https://github.com/astriaorg/astria/pull/1647#discussion_r1802110230). This would allow more flexibility to activate actions later by adding fees. The only action which has to be activated from genesis is `FeeChange`.
