Remove validator key from sequencer-relayer

See [this comment](https://github.com/astriaorg/astria/pull/963#discussion_r1577400009) for background info.

This means we should remove the key and the functionality behind `RELAY_ONLY_VALIDATOR_KEY_BLOCKS`.
