I'm trying to use this action just to install ruff so that I can re-use my Taskfile.

The documentation at https://github.com/astral-sh/ruff-action/tree/v3/?tab=readme-ov-file#use-to-install-ruff suggests this should work, but when I run this either locally using act or in a GH action, this still runs the linter. Is there a way to install only?
