Add IdentityBuilder API for registering IUserClaimsPrincipalFactory #849
Description
IUserClaimsPrincipalFactory is a pretty crucial extensibility point in AspNet Identity (e.g. mapping custom properties on the user to claims in the cookie), but there's no visible API on IdentityBuilder for it.
