What type of PR is this?
What this PR does / why we need it
This allows a client to specify the loadUserInfo parameter so that they can enable or disable it as needed. This is to address an issue with using Entra as an OIDC provider for Armada. Existing behavior will be maintained, as the default value for loadUserInfo is still set to true.
