Shut down simulators between test runs
Motivation:
I suspect the CI machines are underpowered and we see simulator load failures during testing because we are running out of resources.
Modifications:
Add a command to shutdown the simulators before running each simulator test.
Result:
Hopefully, tests will pass more reliably.
