[MPOM-277] maven-invoker-plugin configuration to one place #440

Slawomir Jaranowski opened MPOM-277 and commented
maven-plugins and maven-extensions poms have configuration for maven-invoker-plugin the configuration is the same in both place.
We can move configuration to maven-parent which can also contains configuration for
maven-invoker-plugin, so we will configuration in on place.
No further details from MPOM-277
